When is manipulating the rules not fraud?

When you're an MP, of course. La Lobster has grown positively fluorescent, (incandescent with rage), over the revelations about how the Commons expenses system has been so widely misused. These people are fraudsters - why have they not been dealt with as such. Weedy 'apologies' are not sufficient. Gnash. Gnash.
