When is a string of wrongs to be acted on?

The new Mayor of London, Boris Johnson, took on one huge task when he won the London election earlier this year. Yes he does have a lot of power but there is also a lot of very messy stuff to deal with. Inevitably, coming after a post holder who'd definitely left his mark, and left a lot of his own acolytes and followers within the administrative bodies, trouble was inevitable. Nevertheless, it is still shocking that new appointments can be made where the candidate has a far from unblemished career history encompassing, amongst other things, accusations of fraud, common assault and child cruelty. Does this indicate poor reference checking by the Authority's personnel division or is it a sign of something more malign? Time will tell I guess. At least the man has fallen on his sword and resigned.
